FOI 435_Moray FLOW Park and Joint Industry Project (JIP) Phase 1

A meeting in Findhorn on the 11th November 2025, Crown estates gave the impression they had no involvement in the selection of the sites in the Moray Firth.

Under a FOI to Scottish Enterprise in their response it says: 

"OSG approached SE in January 2024, as Phase one of a Joint Industry Project (JIP) they were leading (with the support of several offshore wind developers and Crown Estate Scotland) drew to a conclusion. 

  1. Could you please explain the involvement of Crown Est. Scot in this [JIP] following what was said at the meeting. 

  2. What was the output of Phase 1 and can this be released to the Public?

  1. Crown Estate Scotland provided part funding to Phase 1 of a Joint Industry Project (JIP) during August 2023 to March 2024. The JIP was led by Offshore Solutions Group Ltd. and HR Wallingford and brought together offshore wind developers and ports with an interest in wet storage for floating wind components. The project sought to understand the most suitable potential locations around the North of England and Scotland using a wide range of metrics and inputs. From an initial longlist of 72 sites, the project highlighted 9 sites that had high potential for further investigation. 

    Crown Estate Scotland declined to be involved in any subsequent phases of the project, which were more appropriate for industry participants to take forward.
