Request

Numbering has been added to the request below which will correspond to the numbering in the response section of this letter.

  1. How much income did Crown Estate Scotland generate from its assets in Shetland in 2023?

If possible, please break this down into the following categories:

Energy/Infrastructure; Coastal; Aquaculture.

Please provide the same figures for: 2022; 2021; 2020.

If it is easier to provide these figures by financial year e.g. 2023/24 2022/23 etc. that is fine too.

  1. For the same periods, please tell me how much money CES awarded to Shetland projects or organisations.

We sought clarification on 12 August 2024:

Please confirm that you are enquiring about GROSS income (not net income)

We received your clarification response on 12 August 2024:

Thank you for your email seeking clarification.

I can confirm I do mean "gross income".

Response
  1. Below is a table of the gross income generated from Crown Estate Scotland in Shetland for financial years 2020/21, 2021/22 and 2022/23:

The figures for the 2023/24 year have not yet been finalised and externally audited. As the accounts are still a working document, we have applied exemption 30(c) to this part of your request. Information about the use of this exemption is provided in the attached refusal notice.

  1. Crown Estate Scotland awards funding to National initiatives and Shetland based projects and organisations receive support via these schemes or grants. Information about the amount of the total fund awarded directly to Shetland or Shetland organisations via these opportunities is not held by Crown Estate Scotland.

We have included infromation below about the amounts Crown Estate Scotland have committed to initiatives administered in partnership with other organisations from which Shetland projects and organisations benefit:

  • Since 2019, Crown Estate Scotland has made available £300k per annum towards Scottish Offshore Wind Energy Council projects. Developers of two offshore wind projects in Shetland are represented as part of SOWEC. You can find more on SOWEC here: Scottish Offshore Wind Energy Council | Offshore Wind Scotland

  • The Scottish Marine Environmental Enhancement Fund (SMEEF), launched in 2022, will see NatureScot, Marine Scotland, and Crown Estate Scotland co-ordinating grants to assist practical solutions. Crown Estate Scotland contributes £67k towards this fund. Three initiatives are currently being supported by these grants in Shetland. There is more information about these grants here: Home - Scottish Marine Environmental Enhancement Fund (smeef.scot)

  • Scottish Islands Federation marine litter project, launched in 2024. Crown Estate Scotland has committed £20K per annum for three years to fund a post to support delivery of the group’s objectives. More information about this project can be found here: New effort to tackle marine litter around Scottish islands launches with Crown Estate Scotland support | Crown Estate Scotland

  • Since 2022 Crown Estate Scotland contributes £5,000 per annum to British Marine (Scotland) towards delivery of their 'Giant Strides' strategy available here:  Strategy Document Giant Strides

  • Crown Estate Scotland have also co-funded national posts with:

    • Scottish Seaweed Industry Association, CES contributed £70,500 to fund a business development manager to support the growth of the seaweed sector.

    • Scottish Shellfish Marketing Group, CES contributed £75,000 to fund a brand manager to support the growth of the shellfish sector.

    • Fisheries Management Scotland, CES contributed £85,000 to fund a fisheries interactions manager to help improve relationships between the wild and farmed sector.

Of the available funds from Crown Estate Scotland’s Capital Investment Challenge Funds (CICF), a Shetland project applied for funding via an application for ‘Boat-based Tourism (BBT)’. The project did not meet the requirements of the fund and on that occasion, the application was unsuccessful.
