Procurement Manager

Crown Estate Scotland has an exciting and unique opportunity for a Procurement Lead to join our Finance & Commercial team on a permanent basis.  The successful candidate will manage all Crown Estate Scotland procurement activities, ensuring that Crown Estate Scotland satisfies all procurement related public sector regulatory and legal responsibilities and achieves best value in procurement activities.

This role is based in our Edinburgh office primarily with occasional travel to external parties’ locations.

About You

The successful candidate will be responsible for the ownership and delivery of all procurement related activities, ensuring that these (including those delivered by outsourced partners e.g. Managing Agents) satisfy regulatory and legal requirements.  The successful candidate will develop and maintain Crown Estate Scotland’s Contracts Register and input to the production of the Annual Procurement Report.  The post holder will also suggest periodic updates and improvements to Crown Estate Scotland’s procurement strategy and policy, and represent Crown Estate Scotland in external procurement networks and activities.  

The successful candidate should have demonstratable experience of the Public Sector procurement approach and experience throughout the contract life cycle – scoping, procurement/negotiation and contract delivery.  The post holder should also have excellent negotiation/influencing skills, strong attention to detail, good communication skills and have the ability and confidence to hit the ground running.  The successful candidate will also be responsible for managing their own time and prioritising their tasks. 

The successful candidate should be educated to degree level or equivalent and membership of the Chartered Institute of Procurement & Supply would be beneficial.  Familiarity with the Scottish Government Procurement Journey, Public Contracts (Scotland) Regulations 2015 and Procurement Reform (Scotland) Act 2014 is essential.

The starting salary will be £37,458 with potential for future progression as well as eligibility of annual cost of living rises.  The role offers participation in the Civil Service pension scheme.

The closing date for this role is 5pm on Thursday 27th February 2020. The interview process will involve one interview which will take place on the afternoon of Monday 16th March 2020.
